Regarding the restriction on Liberty caps

Well, there's nothing wrong with unlawfuls winning. However, the problem comes when these victors take to camping bases.

Plus, in RP, in Liberty, the lawfuls win...all the time...eventually. And unlawfuls doesn't base camp.

Another downside to unlawfuls winning is the tend to group and mass together, effectively controlling New York until they get bored and leave. This drives a lot of traffic away from New York and divides the system into two groups...the unlawfuls...and a bunch of underlevels....with no one else around. That's not very fun.
