Regarding the restriction on Liberty caps

Hmmm. A battleship vs a fighter ~ the fighter has no prayer. A bomber vs a whale ~ whale has no prayer.

I guess for the same reason.

Do factor in the relationships between each. There is a VAST difference between pirate-trader and police-pirate RoE. The pirate must make a demand and the trader only dooms himself by refusing to comply. The law officer is not bound by this rule and is weapons-free on sight (within the bounds of proper roleplay)

I rarely receive an offer for an alternative end to a confrontation on my lawful or unlawful characters when confronted by the other side.

This isn't a call for police/pirate players to be required to make a demand and allow enemies to leave if they comply. But this difference in relationships is a point that shouldn't be omitted when someone brings up ship balance.
