I don't know - the last time I ran into a 'pirate' in a bomber, it was two of them.
And the time before that, it was two bombers and a gunboat on the pirate side.
And the time before that it was two gunboats...
Actually - the only times I've ever run into a pirate in only a fighter, it was in New Berlin, and I was listening to 'Radio Free Rheinland', for lack of a better term. During those encounters, the pirate wasn't actually shooting at anyone, just talking.
There are so many corsair, rogue, and lane hacker gunboats out there, it's not even funny.
Having said that - bounty hunter cap ships shouldn't really be in house space. they should be out fighting the Order or protecting space stations and construction sites. However, there are bounties that do not have cap ship restrictions on them, and until the new ID and restrictions on BH cap ships come about, then if you happen to terminate with extreme prejudice some miscreant that has a bounty posted on him or her - more power (and money) to you.

Not quite - as Hoodlum said, the bounty has to be posted FIRST in the forum. There are many bounties available that do not have cap ship restrictions on them. (There's also a lot that DO have ship restrictions on them - in which case, if you want to have PvP, just let the pirate attack first, then defend yourself. But DON'T sit 5k away from Crete - that's just... wrong.)
