No Kindred, Xenos may not demand credits, the explicit ruling by the Admins at the time was that Xenos could demand cargo but could not demand credits. As Orin stated the ID actually prohibits demanding anything, it is actually a terrorist ID, but the Xeno players felt that restricting it some, owing to it getting abused was necessary, now it gets abused far less.

So in short any pirate can demand cargo or credits, most terrorists cannot demand anything, and Xeno terrorists may demand cargo.
