So... Terrorist Tommy comes across Trader Timmy. He can A) Kill Timmy B) Leave Timmy alone, but not C) Ask Timmy for badly needed supplies or else revert to A?

Jerks from Hamas shooting missiles on civilian targets are terorists... they dont demand money or something materialistic, somalians on rubber boats with AK-47s and bazookas are pirates because they steal cargo and ships and demand money for exchange.

Terorist Timi kill trader Bob because his goal was teror (Bob's family crying, cancel cargo delivery, do negative economic impact, destroy ship etc. etc.)

Pirate Timi doesnt kill trader Bob because he asked Bob for money (exchange for cargo) and Bob gaved them to him. It wasnt Timi's goal to make Bob's family crying, do negative economic impact on economy, break cargo delivery, destroy Bob's ship... his goal was gain money.
