Jerks from Hamas shooting missiles on civilian targets are terorists... they dont demand money or something materialistic, somalians on rubber boats with AK-47s and bazookas are pirates because they steal cargo and ships and demand money for exchange.

Terorist Timi kill trader Bob because his goal was teror (Bob's family crying, cancel cargo delivery, do negative economic impact, destroy ship etc. etc.)

Pirate Timi doesnt kill trader Bob because he asked Bob for money (exchange for cargo) and Bob gaved them to him. It wasnt Timi's goal to make Bob's family crying, do negative economic impact on economy, break cargo delivery, destroy Bob's ship... his goal was gain money.

Okay. Suppose this.

The Wild come across a ship that has a Nomad Power Cell. We, obviously, want it back, but we know that there's a battlegroup on its way and we don't have time to kill the ship, tractor it in, and still get out alive. We do, however, have enough time to ask for the artifact in the hope that the trader doesn't know relief is on the way. In the event he gives us the artifact, we can make a break for it and probably get out with it. Recovering the artifact is WAY more important than killing a lone trader. We don't particularly care about a single human. That artifact will enable us to do a lot more.

Are you suggesting that in RP, we would abandon that chance? That we absolutely must kill everyone even if it costs our lives and the entire reason we bothered to kill them in the first place?

A terrorist is NOT required to kill every trader he comes across. We don't need to, why should we care? You're all doomed anyway. We have more important things to do. If we don't need to kill you, why should we take the time and risk to do so, when there are more efficient alternatives? Like asking first, just in case?

As for your specific example, if getting money or cargo from Trader Bob will enable him to continue spreading pain and destruction... unless he RPs insanity, he shouldn't necessarily be straight-jacketed into violence if it's less effective. A villain planning to kill all other forms of life doesn't pull out his gun and shoot everyone in sight if it will get him killed... then he wouldn't be able to kill everyone. If he needs money to buy a nuclear weapon, he might mug people. If he gets a reputation for having mercy on compliant people, people will continue to be compliant, and he can buy his nuke and THEN kill them all. Trying to knife them all rather than follow the obvious, more reliable path, is inefficient and silly... unless, as said before, they RP insanity. In which case they should be insane. But even Mon'Star leaves people alive when it gets the job done. Early in his story, the incident with Cryer couldn't have been done if he had gone on an open, visible rampage. He didn't kill people he didn't need to, so by the time people figured him out, hundreds of thousands were dead.

What I'm trying to get across here is that "Terrorist ID" means neither Chaotic Stupid nor Stupid Evil. If it fits your interests to be nice, being restricted from doing so is silly.

EDIT: And before anyone says that all Terrorist ID people are insane, you're wrong. Wild/Keeper ID are Terrorist IDs too, and the Nomads are nothing if not careful and cunning. They're farther from insane than anyone else, actually.
