Questions on the latest "Administrator Notice"

Question: As far as these rules are concerned, are gunboats considered capships? Some people consider them so, some don't consider them 'real' capital ships (only cruisers and above), and gunboats are getting allowed for regular IDs where other capships require Guard IDs. Just want to clear this up early, before it becomes an issue (and it will come up, eventually).

Another question: Are Order capships allowed in Liberty/NY if they go the long way around, rather than using Alaska? This will also likely come up, at some point.

Regardless of whether they are considered capships (which I believe they are), I think Order Gunboats should be allowed in Liberty.. Especially considering that LN (mostly indies) tends to break out the capship spam every time they find a group of fighters with no cap support of their own..
