Everyone has the right to buy and fly a capship until they prove to be a disruptive player, at which point they get sanctioned.

And I'm all for factions having total control over their Guard system... As long as nothing unique is sold in said system (all ships, IDs, and equipment would need to be available at other bases owned by the same NPC faction).

With the notice I do not agree with the ban on Order capital ships in NY as I have seen Order capital ships that bring some awesome RP to NY, usually by pretending to be cloaked.

Apart from that, no problems really.
