That's like saying smugglers can bribe the navy to get into alaska. It doesnt happen. Sure, bribing local cops or mercs or bounty hunters might work... but not militaries.
Now, I hate to break it to you, but, saying any faction in incorruptible in anything besides a slogan is nothing but outright slander. Every faction can be bribed, depending on who you meet. I don't know who RPs that, however, I'm sure someone does (Wish I could, but the commissioner accepting a bribe is horrible publicity :P).

Well, I don't want to invite people into our guard system, however, Poole is nothing more than a storage depot, really. It's preferred that civilians remain outside the premises, however, there is no current legislation that states that civilians cannot enter Poole on a limited basis. Regular passes, however, should be frowned deeply upon.
