I could definitely see the Outcasts being able to pull off such a hijacking, especially since they already don't like Orbital Spa and Cruise. Actually getting the ship could be a bit of a problem, as you would need to be at least neutral with OSC to get it (at least for the Luxury Liner).

Complications may arise should the ship ever be lost in combat. I can see one hijacking as being successful, but the security would certainly be strengthened to avoid a repeat.

The other complication is which ID's allow transports. I'm sure this isn't a huge issue, as there are only a few I know of that don't allow them. This could also change in 4.85 (I don't know for sure, I just heard that there are changes in the works for the IDs)
