I'm going to have to totally agree with Zelot.
OI being a mercenary group, should be able to remain neutral to all in their rep ( with exception of always hostile terrorist & such) as they basically work for the highest bidder at any given time. Thus it would be up to each house, group, & faction as to how the will determine their diplomacy with these mercenaries. If OI took a contract with Liberty Rogues, it would be expected that Liberty Lawfuls would list them as unfriendly to hostile Unless Liberty lawfullls decide to make a higher bid against the unlawfulls & so on. Limiting a mercenary group to a strict rep diplomacy would greatly hinder their role play abilities.
