I can see some reasoning behind this. I was actually planning on making a terraforming researcher (I actually already have him and he uses a civilian ID) but now I realize I cant do this because because the ID wont allow me to carry the materials necessary for terraforming research (atmospheric gasses, terraforming gas, water, mining equipment, etc). I have to agree that researchers should be allowed to carry any cargo (ID-wise) but that any cargo not already listed on the ID can't take up more than x cargo spaces or more than x percent of their hold to prevent powertraders exploiting the researcher ID.
