Very good point, actually, concerning the IDs...while they seem to prohibit this action, the military IDs also seem to prohibit acts of war against other house militaries..."may not participate in illegal actions"...maybe change this to "may only participate in illegal actions against a house with which they are at war"? With this change, we could have RM in Texas pirating Liberty shipping vessels and LN in Hamburg doing the inverse.

Assuming one can see a method by which the rading parties can approach said systems (the JGs are actually woefully defended in comparison with the Bret-Kusari gates...understandable, as Bretonia and Kusari are already in open conflict), their presence could definetly make it seem like there is in fact a war on...several times I have passed through the border, and not seen any signs of conflict...
