The Barge is Admin Given, so you have to do a special rp request to get one, you also have to get it beamed by the admins to the system you are going to use it in, as it cannot go through Jump-gates, cannot cruiser, cannot go through the trade-lanes and its VERY hard to get it through Jump-holes.
