This is very OORP. As it makes no sense. If this was true there could never have been a surprise attack in F history, which there has been. If the faction you are playing has enough infrastructure to have sensor satellites then you can RP having some greater knowledge of ships in the system or in any system controlled by that faction, or in some cases, its allies. Be careful though because once a royal said he detected my council ship and was threatening me and what not and i was docked on a base, so of course i said "Funny, I didnt think royal satellites could detect me inside a base..."
