Voice acting is simple audio files.
You could have it play the barney tune if you want.
I think that would be a bit too sadistic though, hearing 'I love you, you love me..' as a minirazor flies into your face.

Issue is getting people here to do high quality ones.
Essentially you get a mic and record yourself saying something. After a bit of file conversion, it can be flung in game and used for anything.
