There's no need for an "actual civilian id", as if you wish to roleplay a corsair/outcast civilian just get their respective IDs. If you wish to be a house civilian, get a freelancer ID and a house tag and roleplay it.

I would not suggest this idea be put into place on the server - the civilian ID is not really for roleplay purposes and you'd be somewhat invulnerable if you kept under level 30. Outcasts and so on would want to shoot you, regardless of your status in corsair society.
