Regarding the Kusari Legal Codex

I'm rather new here, and very new to this particular server, I was on the USA Server in the past.

Anyway, I had a question about the "Kusari Legal Codex". I apologize if this is the wrong place to be asking this, but it's a sort of general problem that comes up. I play a KNF officer and while on patrol in Tau 29 I scanned a trader hauling Plutonium from Kusari towards Bretonia. He was not Samura, Kishiro or GMG. I stopped the trader and asked what his destination was, he stated that he was taking it to Bretonia. I informed him that he was not permitted to transport Plutonium to Bretonia and he would have to drop the cargo or sell it somewhere else. We had a bit of an argument that I thought was in character, but soon realized was OOC from his perspective.

The end result was that he felt I was breaking the rules and I ultimately let him continue on to Bretonia.

So, my question, is the Legal Codex up to date and considered the laws of Kusari? I haven't even been enforcing them very strictly because, for example, there are a ton of traders hauling military vehicles to Battleship Yamaguchi who are typically independent traders and according to the Codex can't continue through the Taus with that cargo. But I've just felt better about escorting them to the battleship to "ensure they don't fall into the wrong hands" rather than blowing them up for refusing to drop/sell their cargo or pay the fine because they work for the wrong trading faction.

So I'd rather avoid OOC conflicts when I can. Any thoughts from an admin or someone higher up than me (just about anyone)? Thanks a ton!

As a side note, I took screenshots of the conversation, but is there a better way to save chat logs?
