If a pirate is dropping the lanes, to attack on traders and demanding them cargo and credits, I can't be so passive to him.
Probably, the first time I'm gonna tell him to leave, with a little chance to convince him to leave the piracy and become a good man.
The second time I see the same pirate doing the same thing, I won't be so nice, I won't tell him again to leave the piracy, I won't be so passive. Because, we already have a history.
From my point of view, the RP of my navy char isn't the same with pirates and traders. I can have long chats with traders trying to break the embargo, about the war with Rheinland. Or, I can have chats with Xenos about foreigners companies working in Liberty. I had chats with the Hellfire Legion about Liberty's government.
Of course, they are the less, most of my RP, is to intercept and stop pirates.
Today, happened that a Navy player said, after we destroyed a couple of pirate gunboats near West Point, "Where is the RP?"
Well, since these particular gunboats, and these particular group of pirates have been pirating at california and California-West Point lane, for the last 3 days, we had to do something about it. RP is not always about chating with the enemy.
Before to attack them, we had to organize the lawful side, between indies and factions, that's RP. Not just that, we got a couple of mercs, who I have to pay for their job, that's RP.
We organized how to attack, the targets, the leader of the squadron, etc. That's RP, the enemy was not involved in that particular part of the RP. But, I'm pretty sure, they were doing the same thing in their side. Or at least, that's what they did the last days.
"Where is the RP?" That particular encounter has last for 3 days, anyone in Liberty can tell that. 3 days of taunts, attacks, re-groups, more taunts, more attacks, trader in troubles, traders asking for help, traders paying, traders escaping, lawful dying, pirates dying. Pirates pirating in other places because the lawful side is busy with cali. Pirates threating pirates for misconduct.
It could seem that in that moment, we went there to PvP, but it was the result of 3 days of dealing with them, ingame and forum.
Chatting is not always the accured form of RP. Mobilizing troops, warning and deviating traders, searching, patroling, that's RP too.

Perhaps, we have to improve the inside RP, before to improve the outside. It's common that in groups with people that you already know, the RP is not that estrict, that's what we need to change.
Then, you can expect better RP from other groups of players.
