People are always complaining about Liberty ... and its the pirates and unlawfuls that get the brunt of the spear in the complaints. The reasons are exactly how you described ... the population is too heavy ... especially in New York.

-- Best way to disperse the pirates is to disperse the traders.

-- Best way to disperse the traders is to disperse the money.

-- Best way to disperse the money is to disperse the commodities.

As it stands right now, most trade routes lead either TO or THROUGH Liberty. Wanna get the pirates out of New York ... move the traders out.

Same goes with smugglers. But keep in mind here ... in the vanilla original story line ... Manhattan was the central key for the black market. The Liberty Rogues would receive artifacts, cardamine and other contraband from everywhere else in Sirius at Buffalo Base in the Badlands. Then they would distribute this contraband (via smaller less detected ships) to Manhattan and other house bases and planets. That's really what the Liberty Rogues are ... just a bunch of pushers on the streets. And yes ... they cause a lot of other trouble. Like street gangs.
