Why would they buy Osaka? It's a commodity base. For commodities?

It's a storage base, mainly for H-fuel to be shipped out to other houses. H-fuel is taken there from the gas miners, then routed to its final destination. That was the purpose the base had when it was constructed by Samura. However, the Samura and GMG H-fuel trade agreement is gone now, when GMG opted to work with Kishiro instead (because Samura was underhanded, dirty, and an unreliable business partner). Now Samura has nothing to do with Osaka, so Kishiro was planning to buy Osaka from Samura. But the players decided they didn't like that, even though their reasons for canceling the deal were contrary to Kusari lore..
