But jokes aside, honestly removing NY or whatever won't change anything. Everyone will just move to another system, and then everyone will flock there to interact/kill/"insert-word-of-something-someone-doesn't-like"whore each other. It's Human Nature. We all hate each other, yet if we all went our seperate ways we'd have no one to hate.

Remove Outcasts from Liberty, you won't remove the mind-set. Everyone will just swap to the next best ship and keep going...
