I would like to remind you all that this graphic does not provide an impression of the average distribution of players. It is only one clipping of many other possible ones. It shows 122 players on the server in a window of 15 minutes (most definitely some players have logged out or logged in during that time). Another time window would show that the server is full with almost 200 players which could largely affect the distribution. Also, consider that some factions log in as groups, like the RM. This affects the distribution, too. So while the number of players in New York and Liberty might stay more or less constant on an extremely high level on average, the distribution of players in other systems and houses might well change to a great extent. For example, the distribution of players between Bretonia, Kusari and Rheinland could look completely different as the numbers in the shown graph range from 2 to 10 players. This ratio can easily be changed.
If you want to use this nontheless interesting graph as a foundation for your arguments, consider it as an example, nothing more. You would need to monitor the distribution of players over at least 24 hours to determine some kind of average. Better monitor the server 24/7 for one week, considering that playtimes of different players might well change on different days. Keep this in mind before you suggest which systems would need more attention, this graph cannot be considered typical for all systems. Probably for New York. Probably.
