I like the idea, probably actually implementing such a system would provide some interesting data for the developers. Because the main question here should be: If New York is so dramatically overpopulated, how can we attract the players to other systems? More accurate data would help to identify systems that players don't care about much. Identifying a problem is the first step towards a solution for it.
Though somebody probably should point out that not all systems need the same amount of players. A good distribution would be somehow balanced between the four major houses, with Liberty having more than average because of its central position in Sirius and the trade routes that lead through it.
