furthermore a "real" cloak would have to count as "retreat" - and a decloak as "re-engage" one of the rules that is violated about the most and even misunderstood by hardened veterans and interpreted based on whats situational beneficial for the player.

That is a very definite and narrow statement, leaving the simple question of why? You've closed doors before the discussion has even begun. That is not the only way it could be handled.
