Actually, "asking" for a battleship would be this.

I'll take the Corsair way. And I'm writing this from top of my head, no plans ahead so excuise me if its not "the best"

Recently my profits have skyrocketed and my artifact trade bloomed. You could say I've hit the gold vein on the extractions and I'm making a huge profit as we speak. So after employing 4 smugglers, Don Emillio thought about.. how to help more people of crete. How to aid them better! Well, then I sent them digging! And now Don Emilio has 20 workers working on his smuggling route! Those people have food now, and their families can live on, prosper! Their sons can grow up to be strong pilots and make their family proud.

But don emilio didn't stop there! Don Emilio went further! Outside the box! How to help on my hermanos even more. Well.. I thought. I have cash, si? Why not spend it on something grand. Something glorious and something that will instal fear in all my enemies. An Legate!

To all you Dons and Elders, Don Emilio wants to join your forces and defend the Corsair nation from the constant invaders of Bounty Hunters, Nomads, Hessians and damn Outcasts. I ask for you for the permission. My crew is ready, eager, and willing. Thank you Elders.

There we go. I dont see how would anyone with post like this get rejected at least not immediatley. It took me 5 min to write it.
If more of them were like this, I think things would ease down.
Montezuma is one of examples of capship pilots that doesn't cause mess. at least from what i saw.
