Pirating Zoners and RP Base Obligations

Hey Folks,

I've been wondering this for awhile and have never seen anyone sanctioned for doing it so I am assuming you're allowed.

I was entering into Tau 29 with my Zoner Transport and was pirated by a Pirate Tagged Brigand I saw earlier with another character. He was using Freeport 6 as a pirate staging ground to pirate traders coming from Baffin (and using it to land). He accused me of shipping to Gallia (and he was right) and asked for $3M credits. We didn't really get into it because I nicely advised I wanted to check the rules since last I checked he wasn't allowed to operate there. I checked and he was right (recent rule change). By doing so I also kind of ruined the rp of it a bit when I tried to get back into it and he destroyed me for taking too long to respond to his demands.

So here's where I need clarification. Can you destroy Zoner PCs and then land on their bases. If I was going by what I thought (hence the poll), I'd say outside a system with a Zoner base you could and you'd be okay but in Zoner territory (or shared Zoner territory) you should require a hostile rep status and not land on their bases. His "Pirate ID" specifically gives Zoner landing rights. So is this allowed? Should it be allowed?
