Thats called space idleing with profit chances, and that should not be tolerated.
Normally a pirate could never stay at the same position he taxed or killed a trader. because normally police would come to investigate .. but the police is afraid of pirates, because there a 4 times more pirates than police players.
thats why there should be a limitation to pirates, as there is to nomads
