I call shenanigans on that! I can tell you from experience running a pirate faction that RPing isn't that hard as a pirate.

Start with the /setmsg command, and put in a couple good and creative variations on "halt", then do what you need to do to get them to stop. Once you've got their attention, you can start RPing.

With creative use of the /setmsg command, lack of time is not an excuse for a lack of RP.

I personally found /setmsg to be more of a pain in the ass than simply typing it myself.
