It's not an actual disruption, nor an attack per-say. The offending pirate hasn't shot anything at your actual ship.

Problem with this is some pirates sit there and wait for you to say something. You wait for him to say something. When no one says anything and the trader starts moving away, all of a sudden "YOUMOVEYOUDAI!" and you're shields are gone.

THEN, it's engaijin time.
