It is not against the rules but it is very not nice. It also happens from time to time.

You will *probably* not be sanctioned for doing it although 1.2 can be used in this situation.

For example, if a pirate demands 100mil credits and the trader refuses (because they don't have the cash) and is destroyed, the pirate will almost certainly be sanctioned. Our general policy is to take at least 2 times the amount demanded.

A fair rule of thumb for pirates is a demand for about 1/3 of the cargo's value. Now if the trader doesn't accept that, well ... pew pew.

Also note that some factions are after the disruption of trade (xenos for example) and they'll tend to destroy the cargo + ship completely. This is a different situation.

We want people to make sure both parties have fun. It is an impossible goal but we should try.
