In regards to piracy

Not to beat a dead horse, but I think 'per cargo' could be misinterpreted, or lied about by the trader.
After much thought, I like the 'out of sensor range' (pirate's sensor range)thing alot.
Any trader foolish enough to get pirated and not hot-foot it out of there, thus allowing the pirate to catch him again, well, deserves to be taught an expensive lesson.
Also, in the interest of proof, annoying as it may be, the pirate can take a timestamped SS of the empty scanner as proof that he followed the rule.
This kind of proof cannot be rendered, in my opinion, on a per cargo basis.

Real-life correlary...
Oil tanker captain gets pirated off the coast of Sudan, a ransom is paid by his employer, and they are set free. he then hangs about, talking to other ship captains or takes extra time to traverse a channel (trade lane?) and gets repirated. He shoulda boogied like John Travolta!
Per cargo would be like... "no no, this is the SAME oil i had last week! you cant pirate me again!"
---yeah...RIGHT.

half of the purpose of this discussion SHOULD be about making the admins job easier, not harder.
