What should I do with smugglers?

Get a bomber/fighter/gb/transport/anything but a cap.

And kill that guy.

You could just say: HALT!!!
To all lawfuls, arrest #t, he is smuggling whatever he is smuggling.
He is heading to that place where he is heading.

If he stops, just ask an other lawful to come and do the thing.

And also, instead of always asking, why dont you use your imagination like everyone. These things took me a minute to find out. And I am just an average in-game rper and I rarely forum RP.
