That's one of the problems in roleplay problem I was aware from the very beginning of the idea. Which, hopefully, would be somewhat solved by the "See Liberty/Rheinland lawfuls coming, drop what you're doing and retreat without engaging in a conflict."

Overall I like the idea. But maybe increase the size of the story to explain why you went from a charity to a terrorist group.
The only ship we'd really get extra would be the Hussar, as a fighting vessel. I've added the Percheron as a transport, and I believe the Clydesdale is on there.
As far as the story goes, I'll be working on it more later.
