Sure, by all means, do everything you can to win. Alternatively, don't.
The restarts have zero cash for a reason. Regens can turn the tide of the battle completely. The idea is that you have a continuous battle with reinforcements incoming constantly...but who could be bothered if people are actually going to such lengths to gain an upper hand.
