I'd have no quarrel with the current state of the capital/bomber relations if...

Battleships are made to destroy Cruisers and Gunboats

This is not true. Battleships cannot hit Cruisers with their main guns, so how can you say they're "Made to destroy"? Oh, right, you'd like us to hit them with our slow ass 4.5k range mortars? I think not. Unrealistic.

Heavy Battleship Solaris.

I brought this up before, Heavy Battleships such as the KUBS, RMBS, Juggernaut, Corsair Dread, Outcast Dred, Ect. They cannot effectively use Solaris, due to the fact its range is so low it cannot even reach the other end of these ships. While I must note, on Light Battleships (Turret number of 12) and Medium Battleships (turret number of 14) they are quite potent, while leaving the user of these turrets vulnerable to Anti Capital loadout vessels. Which is perfect. No problem here, but the heavy BS solaris NEEDS to be fixed.

Other than this, and CRUISE drain,

Battleships/Bombers are perfect.
