I think the Outcasts and Corsairs both need a full lineup of ships. They are in fact 'Houses' just like the lawful ones and should be treated as such.

So no, the Corsairs do not have enough ships, neither do the Outcasts.

Hessians are a pirate organization in Reinland space, they have no house, no civilian population, no government like the 'sairs and 'casts therefor do not warrant a full fleet of ship types. That is part of the reason they fly the Sabre, which is designed by the Outcasts.
