I agree, but I was bashed by the official faction for wanting to make a rogue GMG security officer, stalking caps in Eta at his own time. I do believe the ID says GMG can hunt pirates in systems with GMG bases, which Eta doesnt have. So even though we agree, the ID and official faction sort of puts a lid on these kinds of operations.
