In my mind and somewhat limited English abilities, the term 'smuggling' encompassed many criminal territories, such as racketing, blackmail, assassination and whatnot, and stood as well as a synonym for Mafia but it seems like I was wrong after a two second long google search. Like, awfully wrong.

EDIT: Relationships were based on base rumors, the tones employed by the NPCs and other factors. Only Sirian Junkers are treated as hostile, while Gallic Junkers are unfirendly: They still sell the Corse's Nox in the Core World. A few Corse rumors mention how they have access to Sirius' Synth Mary, therefore Gaians were noted as friendly due to Gallia's stance against Bretonia. The Maquis part comes from a Corse rumor which mentions that THE MAJORITY the Corse's fuel comes from them. It'd be unwise to be hostile to them, if such is the case.

It's hard to actually quantify how "friendly" the Corse are to another faction, and this is a generic, simplistic view of the matter from the Corse as a whole entity, based on the information I have access to in-game.
