however, any player I catch having an open warfare in NY against another player.. regardless of the reason

I wont attack people in NY.
And i wont give money to newbs from now on, unless they join the AW. In that case i will give them the 10mill starting bonus.
Also, ive noted that in the TNG servers it is not allowed to give money to people of other factions. We could implement that rule here but, if we implement it, we should increase the starting money a bit. The starting money that comes by default with FL was intended for the originl game, given the fact that in the mod the ships are more expensive, increasing the starting money seems logical.
