Is it against the server rules? No.
Is it against what the Congress would allow? Definately.
Should you screeny it and make an IRP post to the Congress to have them FR5 the offenders? Probably.
If that happens make a note of it on the FR5 - and the person handling it can just set the rep to -1, which means it's no longer fixable by bribes or shooting Xeeners.
