In descending priority:

Make people who die respawn with 1 hp on the ship's hull and all of its equipment.

If not that, restrict and buff battleships, cruisers and liners overlooked by both factions and admins (hey, you can still hire more people). But that's not likely to happen since devs and anyone with some power likes to see something like this anyway.

In which case, I'd re-close Gallia. The space is empty enough without people spreading to Gallia. But I guess that would ruin devs' work (a lot of it, I take it) and that's not what I'd vote for.

More invite-only factions with special privileges and unique equipment. By that I don't mean unique model, but something really unique, and by privileges I don't mean KOS everyone for no reason.

Automatically punish use of known Internet abbreviations, emoticons and general abuse of the English language.

If none of above, the at least leave things that Cam or Mao mentioned there as they are now. (Plus NPC lane disruption)

How about this. Fl counts ingame time. Lock caps until some time limit is met... if possible, counting together all those counted times from one account.
Could solve indie caps issue. Also FL counts fighter/freighter/BS kills and missions done...Again this should limit new players acces to tech they shouldnt have...BS or something other...

You'd need a better AFK KISS for that.
