my ping normally hovers around 400 + (ANZLAG), and I still manage to get shot down. Its more the fluctuation that causes the teleporting and such.
If you are unable to effectively engage a target, tell them they have crazy lag and leave them be. Most people (well, I do anyway) will stop shooting you if your not shooting back unless you have a bounty on your head.
