some people lag. you can either wait till it gets better, or try to shoot them without postponing. one thing you shouldnt do is whine about it later. people won't move to germany from australia so that you can have a better gaming experience.
tldr: deal with it. you can always refrain from shooting and move away from the guy until a later time.
