If Java hugging: Just blow those snubs out of the sky with friggin battleships. 5K around java as far as I'm concerned is a "you're asking to be ganked" zone.
I think a lot of this animosity stems from the fact that these caps keep coming down. It ended up in a small arms race that continuously sees one side greatly outmatch the other. Gank or be ganked, so to say. Not sure what can be done about it though.
