The terraforming of planet Atka hasn't started yet. Planetform has a station there ready to go, but the war makes things there too dangerous to kick off fully.
Planet Harris is still being terraformed, or at the very least the climate is being maintained by Planetforms efforts. Harris is a lost cause though. The planet is unable to support an ideal atmosphere due to atmospheric bleeding. (reference rumours in the bar)
