Actually smuggler ID is nerfed version of IC ID.
But better RP-wise.
You can land anywhere you want, and you're welcome anywhere, as long as you have required cargo.
Plenty of factions (legal ones too) will probably make contracts with smugglers.
Like: Cryer (human cargo, cardamine), GMG (slaves), LSF/MND (artifacts; counterfeit software). Also everyone needs light arms, all planets need some military venicles (just to be sure).
I suppose smugglers can also get legal and illegal tech.
Smugglers can try to establish net of corrupted police officers in order to prevent FR5'ing.
