Most guard systems are like that... Tau-65 is possibly the worst, though. The problem is the balance restrictions can easily be bypassed:

Continuing with the off-topic Okinawa stuff: If what you say is true, if Kishiro has spontaneously relinquished all control over Honshu then yes, we should delete the Okinawa jumpgate (or better yet, redirect it to <strike>Okinawa</strike> Nagano since the alignment would make more sense anyway). But as far as I'm concerned, the Kishiro NPC faction still has control over the Honshu system.

Furthermore, the only holding Samura has in Honshu is Osaka, which stored fuel from Sigma-13. Since the GMG and Samura stopped doing business more than 15 years ago, one can only speculate what possible function that base serves today.
