There's nothing preventing you from mining during the times you're on - it's just that WHERE you mine may have to be adjusted due to your time zone.
For someone like me who has fairly limited game time during the week (1.5-2hours), this isn't really an option. I already had just barely enough time to do a full niobium run (accounting for some expected RPing along the way). Requiring me to spend half an hour or an hour flying all over Sirius to find a field with a decent drop rate makes mining a waste of time and puts it far behind trading in terms of what's fun and efficient.
Sure, I could put Hegemons in every field across Sirius, and just log out/back in until I find a decent field, but that smacks of metagaming to me.
I preferred mining to trading because it increased the likelihood of me having RP encounters. I typically don't see anyone at all on my trading routes, and at least with mining the pirates knew where to find me. This new mining system has made mining a total waste of time for me, and it looks like I'll be returning to trading.
