It would pratically be that, but thing is BH's are suppose to repent from old life.

I can see making the smuggler drop his contraband, but taking money and letting him go ?

So we have two things : Either you make him pay the fine + destroy the cargo (or turn around vessel from the house space and move back where he came from), or just making him destroying the cargo. Paying you the money and leaving him with a cargo is bit strange.
